The role of interest groups within Iberian parliaments

This section examines how the new democratic Iberian legislatures provide interest groups channels to access parliamentary institutions and opportunities to interact. In general, interest groups have three main access points to parliament: committees, parliamentary groups (as a whole) and individual MPs. The access points may be reached by using two distinct types of instruments:

Informal channels: the first type of group-parliament linkage is connection with MPs, which may develop through individual ties based on the deputies’ work representing their districts (or specific issues), or due to MPs’ belonging to a specific parliamentary group, thus mediating the relationship between parties and legislatures. Interest groups interact with MPs for different reasons. In particular, this interaction aims (a) to preserve contacts created during the electoral campaign and to remind MPs and parliamentary groups about their promises; (b) to monitor activities and to obtain better and clearer information about public policy; and also (c) to try to get issues into the political agenda and to have a voice in the final policy decisions through bill amendments. As parliaments are an open forum for agenda setting (Andeweg and Nijzink 1995), MPs may ally with specific groups with the aim to draw public opinion and media attention to their (common) political goals in order to shape the public agenda.
